A consultation deadline is not a rule’s effective date
An invitation to comment describes a proposal and a response deadline. It does not by itself establish an adopted rule or a new parameter.
Warehouse-receipt cancellation proposal
DCE’s 22 October 2026 notice proposes changes for No. 2 soybeans, palm oil and coking coal warehouse-receipt cancellation dates. It asks for comments before 29 October. That date is the feedback deadline, not a confirmed implementation date.

Read the draft and later adoption notice before treating a proposal as an effective rule. CEC keeps consultation notices distinct from adopted changes; the linked notice remains the authority.
