SHFE's 26 October 2026 notice approves relocating 中国外运华东有限公司's natural rubber futures storage site from 988 Jiefangdao Road, Minhang District, Shanghai, to 88 Gangying Road, Pudong New Area, Shanghai. Approved capacity remains 20000 tonnes, with no regional premium or discount.

SHFE nickel delivery: new 5,000-tonne site and capacity expansions, 26 October 2026

On 26 October 2026, SHFE approved nickel delivery capacity increases: 上港云仓（上海）仓储管理有限公司’s Baoshan site from 10,000 to 15,000 tonnes; 中国外运华东有限公司’s Yixian Road site from 10,000 to 15,000 tonnes; and 宁波保税区高新货柜有限公司’s Ningbo site from 5,000 to 8,000 tonnes. It also approved 上港云仓（上海）仓储管理有限公司’s Jintan site as a nickel delivery storage location with 5,000 tonnes of capacity and no regional premium or discount.

DCE amends designated and group delivery warehouse qualification and supervision rules

DCE announced amendments to its designated delivery warehouse and group delivery warehouse qualification and supervision rules to make group warehouse applications easier for enterprises. The amendments take effect upon publication.

DCE is seeking public comments on proposed changes to its business rules for No. 2 soybean, palm oil and coking coal futures. The changes would revise the rules on the cancellation day for standard warehouse receipts in these three products. Comments can be sent in writing or by email and must reach DCE before 29 October 2026. These are proposals only, not adopted rules.

INE approves additional crude oil delivery storage capacity in Zhoushan

INE approved an increase in activated crude oil futures delivery storage capacity for 中化兴中石油转运（舟山）有限公司 at Aoshan Island, Zhoushan, from 350,000 to 700,000 cubic metres. The operator is to conduct delivery warehouse business using the increased capacity from the announcement date.

CFFEX stated that the first 2026 special treasury bond for recapitalising central financial institutions qualifies for delivery against TF2612, TF2703 and TF2706. The respective conversion factors are 0.9276, 0.9311 and 0.9346. Eligibility starts on the trading day after the bond begins listed trading.

DCE factory warehouse receipt collateral rules: 130% of receipt market value, effective 22 Sep 2026

关于厂库标准仓单担保品管理相关事项的通知

DCE issued rules on collateral that designated factory warehouses and group delivery warehouses must post for their standard warehouse receipts, effective 22 September 2026. These rules replace notice 大商所发〔2026〕131号. Acceptable collateral is RMB funds, bank guarantees from DCE-recognised banks, or electronic bank acceptance bills. The total must be at least 130% of receipt market value, plus premiums/discounts for live hogs and premiums/discounts and packaging fees for eggs. Any shortfall must be topped up before the close of the trading day after DCE's notice.

TimingEffective 22 September 2026. Interest on RMB cash collateral accrues from 21 December 2026.
